Buying before a building is finished is how many Jaipur buyers get the best entry price, the best unit and the most flexible payment plan. It is also where most buyer disasters begin. This guide sets out why under-construction property can be a genuinely good deal, what you give up, and exactly how to protect yourself.
1. A Lower Entry Price
Developers price early to fill a project and fund construction, so launch-phase rates are normally below what the same building commands near completion. You also usually get a wider choice of floor, facing and layout than a late buyer. In a corridor where roads, metro or social infrastructure are still arriving, the price at possession is often higher than at launch. That is a pattern, not a promise: appreciation depends on the micro-market, the developer and the economy, and it can be flat.
2. Staged Payments Instead of One Large Cheque
Most under-construction purchases follow a construction-linked plan: a modest booking amount, then instalments tied to completed stages such as foundation, slabs and finishing, with the largest portion due at possession. Home loans are also disbursed in stages, so your interest cost tracks the money actually released. This spreads the outlay over two to four years and leaves your capital working elsewhere in the meantime.
3. Legal Protection Under RERA
Since 2017, the Real Estate (Regulation and Development) Act has made buying before completion far safer than it used to be:
- Registration first. A project must be registered with the state RERA authority before it is advertised or sold, and it must declare its expected completion date.
- The 70% rule. Under Section 4(2)(l)(D), 70% of the money received from buyers must be deposited in a separate account and used only for that project's land and construction costs, with withdrawals tied to certified progress.
- Delay compensation. Under Section 18, if the developer misses the promised date, you can either stay in the project and receive interest on what you paid for each month of delay, or withdraw and claim a refund with interest. The rate is set by state rules and is commonly benchmarked to the State Bank of India's lending rate plus 2%.
- Defect liability. Structural defects reported within five years of possession must be rectified, and other defects must be fixed within 30 days of notice or compensation can be claimed.
Our RERA guide explains how to look up a project and read its disclosures.
4. Modern Specifications and Amenities
New projects are designed around current expectations: larger clubhouses, EV charging, solar, better lobby and parking design, and higher ceilings. For example, Ashapurna Neopolis advertises 11-foot ceilings and four units per floor, and Shubhashish Forest offers rooftop solar and EV charging in every villa. Ready stock built a decade ago rarely matches this at the same price.
5. The Honest Trade-Off: GST
Here is the cost that many sellers do not lead with. An under-construction flat attracts GST of 5% without input tax credit (1% for affordable housing), while a ready flat with a completion certificate attracts none. On a ₹1 crore flat, that is ₹5 lakh. So the early-bird discount has to beat 5% to be a real saving. As an illustration (not a quote): a flat at ₹1.00 crore plus ₹5 lakh GST costs ₹1.05 crore, which is a better deal than a comparable ready flat at ₹1.08 crore but a worse one than a ready flat at ₹1.02 crore. Always compare the all-in cost, including stamp duty and registration, not the headline price.
The Risks, Stated Plainly
- Delay. Possession dates slip. RERA gives you a remedy, but a remedy is not the same as having your home on time. Meanwhile you may be paying rent and loan interest at once.
- Developer failure. A stalled project can lock up your money for years. The 70% escrow rule reduces but does not eliminate this risk.
- Specification gaps. What you finally get can differ from the model flat. Insist that specifications are written into the agreement for sale.
- Market risk. Prices can stay flat. Do not buy only because you expect appreciation.
A Checklist Before You Pay a Booking Amount
- Find the project's RERA number and check it on the Rajasthan RERA portal: promoter name, approved plan, committed completion date and any complaints.
- Confirm that the escrow account exists and that your payments go into it, not into a company current account.
- Read the agreement for sale line by line, with specifications, payment schedule, delay clause and carpet area stated.
- Check land title and approvals with the property verification guide, and the developer with our builder due diligence guide.
- Visit a completed project by the same developer and speak to two or three residents.
- Check bank approvals: a lender's legal check on the project is a useful independent signal.
- Match the payment plan to your cash flow, including a buffer if possession slips by a year.
Who It Suits, and Who Should Wait
It suits buyers with a time horizon of three years or more, who can handle a delay, want the best unit and price, and are buying from a registered project by a developer with delivered projects. Wait or buy ready if you need to move in within a year, cannot afford rent plus EMI at the same time, or are not comfortable doing the verification above.

How We Researched This
This is general information, not legal, tax or financial advice. Check your own situation with a property lawyer and a chartered accountant. All figures were read from the public pages below in October 2026. Developer-stated numbers are the developer's own claims and are labelled as such; where sources disagree we show both rather than pick one. Always confirm current status, price and possession date against the project's registration on the Rajasthan RERA portal before you pay a booking amount.
